Abstract
Cosmetics are consumer products that cater to people's desire for beauty,and their quality and safety directly impact public health.The Regulations on the Supervision and Administration of Cosmetics introduces a dedicated safety assessment system,requiring quality and safety personnel to thoroughly evaluate cosmetics before they are marketed.In April 2024,the National Medical Products Administration issued the Several Measures Aimed at Optimizing the Management of Cosmetic Safety Assessments,aimed at guiding the cosmetic industry to enhance safety assessment capabilities and address challenges faced by enterprises.Given the current status of the cosmetic industry in China,it is crucial to improve awareness and foster consensus on the safety assessment systems,both within and beyond the industry.This paper provides an overview of the necessity and principal influencing factors of cosmetic safety assessments,outlines the development history of safety assessments both domestically and internationally,and details the roles and responsibilities of regulatory authorities,safety assessment institutions,and industry associations in China,the European Union,and the United States.Furthermore,it analyzes the practical significance of cosmetics safety assessment in China and explores viable solutions to address the challenges posed by current conditions.This article aims to promote the smooth implementation of the cosmetics safety assessment system and new regulations in China.关键词
