Inappropriate fulfillment of government ecological environment restoration responsibility and its correction
摘要
Abstract
According to the different subjects of ecological environment restoration responsibility,ecological environment restoration can be divided into individual ecological environment restoration responsibility and government ecological environment restoration responsibility.At present,there is a phenomenon of inappropriate fulfillment of the government's responsibility for ecological and environmental restoration,which is manifested as formalization,superficialization,vanity and landscaping of restoration,excessive manual intervention,insufficient integrity,and neglect of the refinement of management and protection in the later stage.The institutional reasons include the deviation of the concept of ecological environment restoration,the separation of the interrelations between different ecological environment elements,and the lack of whole-process control and fine management and protection.To correct the inappropriate fulfillment of the government's responsibility for ecological environment restoration,the legal principle of scientific restoration should be established,the system of"ecological environment unit leader"should be deepened,and the whole process control mechanism of government ecological environment restoration should be perfected.关键词
