Dilemmas and optimization paths of rural human living environment governance policy implementation in China
摘要
Abstract
To explore the implementation of rural living environment governance policies in the new era,based on Matland's"ambiguty-conflict"theoretical model,a"ambiguty-conflict"analysis framework is constructed to analyze the predicaments and causes of the policy implementation from the two dimensions of ambiguty and conflict.The results showed that the implementation of rural living environment governance policies at the grassroots level tends to be a political execution of"low ambiguty-high conflict".The high conflict in 4 aspects,namely policy goals,power and responsibility allocation,resource supply,and value concepts,hinders the effective implementation of the policies.The optimization of policy implementation could be achieved through strengthening the public interest goal,matching power and responsibility reasonably,allocating resources based on local conditions,and awakening the villagers'subject consciousness,so as to comprehensively improve the quality of the rural living environment.关键词
