Abstract
At present,the construction of a digital rule of legal government lacks a clear and specific orientation,which causes the construction process to be out of order and thus affects its effectiveness.Administrative efficiency is the test of the gov-ernment's ability to govern,and should be used as a guide to build a digital rule of legal government.By systematically sorting out the evolution of the connotation of administrative efficiency and reconstructing its connotation in the digital rule of legal gov-ernment with the"three elements"of efficiency,effectiveness and adaptability,the theoretical foundation can be strengthened.Based on the administrative efficiency orientation,it can fully guarantee that the digital rule of legal government follows the peo-ple-centered development concept,prevent digital risks and enhance the rationality of administrative behavior,so as to realize the logical self-consistency of building a new paradigm of digital rule of law government construction.At this point,it is neces-sary to make a detailed division of the administrative efficiency orientation in order to explore the breakthrough path of guiding the construction of the digital rule of legal government.Along the decision-making,implementation and supervision of the three main stages of administrative behavior,administrative efficiency-oriented can also be divided into decision-making efficien-cy-oriented,implementation efficiency-oriented and supervision efficiencyoriented,that is,digital technology to drive scientific and accurate decision-making,optimize the admin-istrative procedures to promote efficient administration,and the construction of technology and the rule oflaw synergistic supervision system as a specific development of the practice of progress,so as to en-hance the practice of the digital rule of legal government construction,and promote the modernization of government governance.关键词
