Empirical Study on the Policy Diffusion of Henan's Strategies for"Pursuing Innovation-Driven Development,Revitalizing Henan through Science and Education,and Empowering Henan through Talent Cultivation"

Abstract
Policy diffusion is a crucial method for the implementation and promotion of policies.From the perspective of policy diffusion,studying the implementation of Henan Province's strategies for"pursuing innovation-driven development,revitalizing Henan through science and education,and empowering Henan through talent cultivation"can help clarify the temporal sequencing,spatial characteristics,and diffusion mechanisms of these policies,providing concrete support and a scientific basis for their execution.The research reveals that the policy diffusion of these strategies in Henan exhibits a clear"S-shaped"pattern,with spatial characteristics aligning with a"leader-follower"hierarchical effect.The dominant mechanism is administrative directives.However,challenges remain,such as insufficient intensity,incomplete coverage,and a single diffusion mechanism.To address these issues,it is essential to strengthen policy promotion and implementation,strategically map out the overall context of policy diffusion,optimize diffusion mechanisms,and enhance policy innovation in order to improve policy design and effectively increase the impact of diffusion.关键词
