Analysis of U.S.Think Tanks'Perceptions of Technology Export Controls Towards China
摘要
Abstract
Driven by competitive thinking,the U.S.government has frequently imposed economic sanctions against China,with technological export controls emerging as a crucial tool for industrial competition and technological containment.By analyzing think tank research reports on"technological export controls"and the interactive relations in the decision-making network,this paper finds a relatively unified consensus on the necessity of implementing technological export controls against China.Yet,there is a general skepticism regarding whether such controls can achieve strategic objectives,whether the negative externalities could be under control,and whether the benefits outweigh the risks.There is a clear divergence of views and interests between different stakeholders in U.S.technology export controls on China,and even a certain degree of tension.China should take advantage of the economic interdependence as well as the different co-opetition demands of U.S.allies and partners towards China to actively gain competitive edge.关键词
