省域实施企业创新积分制促进科技金融融合的举措研究
Research of the Provincial Implementation of Enterprise Innovation Integral System to Promote the Integration of Science and Technology Finance:Taking Yunnan Province as an Example

Abstract
Financial institutions across the country are being guided to vigorously support technological innovation and promote the development of new quality productive forces.However,in some provinces and cities,the funds supporting enterprise innovation mainly rely on single fiscal investment and play a guiding and leveraging role.The depth and path of technology and finance integration for market entities are still insufficient.Under the background of the national promotion of the enterprise innovation points system of the Ministry of Science and Technology,this paper takes Yunnan Province as an example,and studies and proposes new measures to promote the integration of science and technology finance by implementing the enterprise innovation points system at the provincial level from the perspective of formulating and implementing national policies at the provincial level.Through the analysis and extraction of local location,resources,economy,society,enterprises,culture and other characteristic data indicators,the big data model and artificial intelligence algorithm are used to train and optimize the enterprise points weight,so as to provide a precise portrait for the financial services of science and technology enterprises,and form a policy system and digital base for the deep integration of science and technology finance at the provincial level.The establishment of a mechanism platform for provincial departments to strengthen the overall coordination of relevant departments and prefecture-level,district-level and county-level through organizational means is conducive to the implementation of national science and technology financial policies.关键词
