Abstract
Appropriate temporary flood control standards and plans for construction are prerequisites for the safe and rapid implementation of panel rockfill dam projects.The construction of panel rockfill dams is affected by emergencies or force majeure events.If the flood control target cannot be achieved before the flood season of the year,the flood control standards and plans will inevitably be adjusted to ensure flood safety.Taking a panel rockfill dam project in the southwestern mountainous area as an example,the project was affected by the force majeure event of"new crown pneumonia"and could not achieve the flood control target.By studying and analyzing different water retaining forms,water retaining reservoir capacity and whether construction was carried out during the flood season,four different flood control standards and corresponding flood control plans were determined.A comparative analysis was conducted from the aspects of project safety,construction progress,flood control risks and economy.The emergency flood control plan of using cofferdams to retain water during the flood season and protecting the dam surface to discharge flood water was selected.The flood control standard was reduced from 50 years to 10 years.The emergency plan successfully completed the flood control task of the year.关键词
