摘要

Abstract

With the intensification of global climate change and urbanization,high-density cities are facing increasingly serious flood disasters.In order to quantitatively evaluate the flood disaster defense capabilities of high-density cities,the connotation of urban flood disaster defense resilience is proposed,and a systematic index system of urban flood disaster defense resilience is developed,which includes leadership,financial,resistance,adaptability,management,recovery and coordination capabilities.A multi-index hierarchical analysis and evaluation calculation model of flood disaster defense resilience based on resilience theory is constructed,and 7 secondary indicators and 31 tertiary indicators are constructed.Shenzhen is taken as an example to quantitatively evaluate the urban flood disaster defense resilience.The results show that the model can analyze the level of urban flood disaster defense resilience,accurately reflect the shortcomings of urban flood disaster defense,and guide cities to improve flood defense resilience.
