Implementation Modes and Its Transformation of School Sports Policies Based on the"Ambiguity-Conflict"Model

Abstract
The policy attribute determines its implementation mode,which is an important factor affecting policy effectiveness.Exploring the dynamic transformation of the implementation mode by adjusting the"ambiguity-conflict"attribute is a beneficial attempt to alleviate the current difficulties in implementing school sports policies.Using logical analysis and case analysis as the main research methods,this study deeply elaborates on the theoretical framework and practical approaches of the transformation of the implementation modes of school sports policies.It believes that pattern classification based on attribute recognition is the foundation of the transformation of the implementation modes of school sports policies in China,the correction of dominant elements based on specific contexts is the key to mode transformation,and the adjustment of"ambiguity-conflict"attributes is the basic guideline for pattern transformation.On the basis of clarifying the basic logic of mode transformation,combined with grassroots experience in policy implementation,the study proposes the transformation enlightenments including high-level promotion to stimulate the driving force of mode transformation,community construction to reduce mode transformation obstacles,digital empowerment to improve mode transformation efficiency and institutional construction to alleviate the pressure of mode transformation.关键词
