Abstract
Building large-scale new energy bases in desert,gobi,and wasteland areas is a major measure to promote the timely achievement of emission peak and carbon neutrality goals.This paper studies the development status and long-term development planning of new energy base projects in Kubuqi Desert,Tengger Desert,Badain Jaran Desert,Ulanbuhe Desert,focuses on analyzing the problems existing in the development of desert new energy base projects,and puts forward relevant policy recommendations.The research results show that the four major deserts have abundant wind energy,solar energy,and land resources,making them suitable for the development of large-scale new energy base projects,and can be combined with desert control to improve the ecological environment.But currently,there are seven major problems in the development of desert new energy base projects,including core areas involving ecological red lines,the construction of external transmission channels lags behind the construction of new energy base projects,a large proportion of supporting thermal power,high land leasing costs without unified standards,increased construction and LCOE of projects due to supporting energy storage,increasingly prominent non-technical cost pressures,and high desert control costs.Suggest creating a more comprehensive policy environment for the development of desert new energy base projects,further simplify the process of project approval and land approval,reduce the development costs of new energy enterprises,improve their investment enthusiasm,and contribute to achieving emission peak and carbon neutrality goals.关键词
