Codification of Lifelong Education:Concepts,Values,Logics and Ideas

Abstract
The codification of lifelong education refers both to the logical framework for compiling the education code under the guidance of lifelong education principles,and to the inclusion of lifelong education-related content during the drafting process,following specific legislative techniques.The codification of lifelong education can help to(a)advance the rule of law in education and modernize the education governance system and its governance capacity,(b)establish an education system that supports lifelong learn-ing for all citizens and promote the development of a learning-oriented society,and(c)drive educational reforms aligned with Chi-nese-style modernization and contribute to building a strong educational nation.The compilation logic of lifelong education codification includes:(a)making the promotion of lifelong learning for all citizens the legislative purpose,(b)positioning the rights to lifelong learning as the core value,(c)structuring the realization of citizens'lifelong learning as the logical central thread,and(d)starting from the protection of citizens'right to lifelong learning and education.The general idea to codification involves embedding the pro-tection of citizens'rights to lifelong learning and education into the general provisions and constructing the rights system of the edu-cation code around these rights.The specific provisions should be structured using the"school-family-society"framework.One of the most urgent preparatory steps is the enactment of standalone lifelong education legislation to help establish a regulatory framework for social education.关键词
