Study on the First Forestry Regulation of Yunnan Province After the Founding of the People's Republic of China
摘要
Abstract
Under the background of ecological civilization construction.As China's ecological security barrier in the southwest,Yunnan Province is of great significance for constructing ecological civilization.This paper adopts the historical literature analysis method to study'Interim Measures of the People's Government of Yunnan Province on the Prevention of Forest Fire'(the Measures)issued in 1950,and analyzes and summarizes the historical back-ground of the Measures and its contents.The conclusions show that the Measures is the first forestry regulation of Yunnan after the founding of the People's Republic of China,so it has important historical value;the Measures can provide reference ideas for the formulation of forestry regulations or policies in Yunnan Province,so it has important practical value;the Measures have enriched the ideological basis of local legislation for ensuring forest ecological security and building ecological civilization in Yunnan Province,so it has important theoretical value.So,this pa-per suggests we should strengthen the research on the Measures and other regulations related to the protection and management of forest resources issued by Yunnan Province in the early period of the founding of the People's Re-public of China,to provide a basis and historical reference for the current forest legal system construction as well as the construction of ecological civilization in Yunnan Province.关键词
