Paradigm Shifts and Decision Biases in the Attention Allocation of China's Scientific Research Evaluation Policies

Abstract

The allocation of attention within scientific research evaluation policies has a direct impact on the deepening of China's science and technology system reforms,playing a critical role in fostering a positive cycle among education,science,technology,and talent.Using a"paradigm shift-decision bias"analytical framework,and focusing on 376 scientific research evaluation policies issued from 1978 to 2024,an analysis was made on the issues related to attention allocation in China's research evaluation policies.Temporal analysis reveals that China's research evaluation policies have undergone four major paradigm shifts,which focus on"restoration and reconstruction","legalization and marketization","internationalization and decentralization",and breaking the"Five Exclusives",marking profound changes in the policy goals,tools,content,and scope.Synchronous analysis indicates that,due to differences in functional roles and resource endowments,there are notable decision biases across various departments:the central government shapes the overall direction of research evaluation through macro-strategic frameworks;the education sector focuses on advancing and refining university research evaluation systems;the science and technology sector exhibits a strong market-oriented approach in project reviews and technology transfer;and other departments address emerging issues in research evaluation through joint documents,fostering horizontal cooperation and fine-tuned policy implementation.In the future,it is crucial to encourage educational policy research to adopt a more agentive perspective,examining the complexities,interactions,and long-term consequences of the policy process,while promoting the diversification and deepening of policy analysis paradigms,to better understand the driving forces and underlying mechanisms of policy evolution.
