天津市防洪调度应急指挥平台建设实践
Practices of establishing platform for flood control regulation and emergency commanding

Abstract
In response to challenges and problems faced by establishing information system for flood control regulation of the Tianjin during the"23·7"catastrophic flood in the Haihe River Basin,a platform that aims to enhance flood control regulation and emergency commanding was developed in accordance with the needs of flood control,emergency water allocation and rainwater resource utilization.A monitoring and perception system for key areas was added.Studies were made on methodologies and technical routes of database,knowledge base,model base and digital twin scenarios.With development of an emergency command system based on measures for"flood forecasting,early warning,rehearsal and contingency plan",emergency water allocation,rainwater and flood resource utilization and mobile application,we created an emergency command system to integrate flood control and water allocation.The application of the platform were reviewed,including prediction of flood process in the next 10 days of the Jiyun River and Daqing River,as well as risks of waterlogging in lowland of the urban area during the Super Typhoon"Gaem"and professional recommendations for flood forecasting and regulation in Tianjin;establishment of a hydrological forecasting model to conduct retrospective analysis of flood discharge process of the Yangzhuang Reservoir so as to support operation and scheduling of the reservoir platform;causes of waterlogging in 23 monitoring stations with a maximum water depth greater than 0.15 m and solutions,to provide technical support for early warning of waterlogging in downtown areas of Tianjin Municipality.关键词
