摘要

Abstract

In view of the lack of remote sensing technology support in the actual business work of Tianjin flood control dispatch,the Remote Sensing Monitoring System of Tianjin Flood Control Dispatch Emergency Command Platform has been designed and developed,which using the artificial intelligence interpretation algorithm,realizes the integrated intelligent processing functions of satellite remote sensing data,such as orbit forecasting,data download and preprocessing,normal monitoring,emergency monitoring,emergency water diversion,rainwater utilization,result data production and display.Based on this system,carried out routine monitoring tasks in Tianjin in 2024,include monthly monitoring of water area and storage capacity for 11 large and medium-sized reservoirs,monitored the relationship between the water area and river length in 14 ecological replenishment channels,daily monitoring and monthly analysis of water area in 4 wetlands,monitored of water sources and changes in water area of replenishment channels before and after water diversion in 2 emergency water diversion monitoring projects,and water area of reservoirs in 4 replenishment water source areas,etc.At the same time,some practical applications are carried out,such as monitor the changes pattern in water area of key reservoirs in Tianjin during the heavy rainfall caused by Typhoon Gemei in July 2024,as well as the changes in water area before and after the flood discharge of Yangzhuang Reservoir on August 10,2024.The results show that this system can significantly improve the efficiency and accuracy of multi-source remote sensing image data processing such as radar and optics image,and can provide efficient and reliable data and information support services for related businesses such as flood control scheduling,emergency water volume scheduling,and rainwater resource utilization scheduling in Tianjin.
