乡村治理中行政与自治的关系重塑
Reconstruction of the Relationship between Administration and Autonomy in Rural Governance:
摘要
Abstract
The downward transfer of state power,resources and institutions aims to further standardize the governance order in rural areas and achieve the goal of optimal governance at the primary level.However,the top-down institutional construction by the state does not fully adapt to the complex realities of rural governance.Tensions exist between administrative forces and primary-level autonomous forces in rural governance,mainly manifested in inequality between power and responsibility,restricted autonomy,and mismatch of actual needs.The imbalance between administration and autonomy not only affects self-governance at the primary level,but also hinders the overall improvement of rural governance efficiency.Therefore,it is necessary to rebuild the relationship between administration and autonomy through the following ways:clearly delimiting the boundaries between power and responsibility to clarify their interrelationship;promoting diverse participation to meet the needs of the people;facilitating institutional integration to enhance cooperative governance efficiency.These approaches not only strengthen the integrative role of administrative forces,but also give play to the primary role of village self-governance,forming a bidirectional interactive governance dynamic,enhancing effective communication and cooperation among multiple subjects,and achieving the co-governance and optimal governance in rural areas.关键词
