Collaborative Governance of Administration and Autonomy:The Path Selection of Rural Governance Modernization

Abstract
The bureaucratic project-based resource input mode and the changes in the rural social foundation provide a legitimacy basis for the administrativeization in rural governance,leading to an increasing trend towards administrativeization at the village level,and there is a dual relationship of conflict and coupling between administration and autonomy.In order to give full play to the role of village-level administration in serving the modernization of rural governance,and alleviate the tension between village-level administration and villager autonomy,efforts should be made to analyze the causes and manifestations of their conflicts from the logic of administration,grasp the three core elements of rural governance which are village officials,power and resources,and construct a coordinated governance framework between administration and autonomy through resource coordination,election coordination,and authority coordination.The collaborative governance of administration and autonomy emphasizes the flexible cooperation between primary-level governments and village organizations under the leadership of township Party organizations on the basis of the division of labor in rural governance.In practice,by clarifying the boundaries of power and responsibility between administration and autonomy,improving the strategic role of trust mechanism in collaborative governance,and giving full play to the bridging role of village officials in communication between primary-level governments and villagers,the operational mechanism of collaborative governance of administration and autonomy could be demonstrated,thus gradually advancing the modernization of rural governance.关键词
