就业培训政策对渔民非农收入的影响
The Impact of Employment Training Policies on Fishermen's Non-farm Income
摘要
Abstract
The article examines the effectiveness of the implementation of the employment training policy based on 304 retired fishermen's tracking research data from Jiangxi"Ten Provinces,Hundred Counties and Thousands of Households"in 2022.The impact of employment training on the annual income of retired fishermen was empirically analysed using the propensity score matching method.The results show that age,years of education,health,workplace and labour contract significantly affect the participation of retired fishermen in training,but the de-gree and direction of the effect varies;compared with retired fishermen who have not participated in training,those who have participated in training have higher annual non-farm incomes,and employment training has a significant effect on the improvement of fishermen's incomes,and the effect of the improvement in the subgroups of fishermen engaged in different types of work is heterogeneous.The study suggests that the government should adopt policies such as strengthening the popularity and intensity of training and developing customized and differentiated training to maximize the role of training in boosting the income of retired fishermen,as well as implementing an orderly and reasonable training plan to improve the stability of fishermen's livelihoods and consolidate the effects of the"ten-year fishing ban"policy.关键词
