Abstract
Beijing experienced a rare and extreme rainfall event from July 29 to August 2,2023,influ-encing by Typhoon Doksuri.To enhance hydrological forecasting capabilities,this study conducted an analysis through on-site investigations,rainfall statistics,and hydrological inversion methods.The re-sults revealed that the"23·7"heavy rainstorm exhibited distinct phases,with hourly rainfall exceeding 20 mm for 52 hours,accounting for more than 60%of the total rainfall duration.Major rivers and tribu-taries,including the Yongding,Dashi,and Juma Rivers,experienced historical floods simultaneously.A total of 127 hydrological facilities were damaged to some degrees,highlighting issues with monitoring coverage,flood resistance,infrastructure,data sharing,and emergency response capabilities.The main shortcomings of hydrological forecasting were found to be the lack of flood prediction accuracy and in-sufficient lead time.The primary strategies for improving hydrological forecasting included enhancing the"three-line defense"system for rainfall monitoring and forecasting,and incorporating new hydrologi-cal technologies and equipment.关键词
