Abstract

To summarize and analyze the coping strategy to the"23·7"basin-wide catastrophic flood in Beijing,statistical analysis was conducted on the rainfall monitoring data from 121 municipal rainfall stations and the flow data from key sections of five major basins,including the Daqing,Yongding,and Chaobai Rivers.The whole flood process was depicted according to different stages(before,during,and after the rain),the controlling measures taken,and the contingency plans followed.Using the Yongding River Basin as an example,the MIKE 11 model was developed to study the flood mitigation and peak-shifting effects of these reservoirs.The results showed that the 52.9%of stations recorded the rainfall amount was between 100 and 300 mm,while 92.9%of stations with rainfall above 400 mm were located in Fangshan and Mentougou Districts.The spatial distribution of rainfall was uneven,decreasing from southwest to northeast.Typical flood events occurred primarily in the Yongding and Daqing River Basins.The key approaches in effective response and management to this flood including rainfall monitoring and forecasting with the"three lines of defense,"as well as the timely implementation of the"FEDE"(forecasting,early-warning,drills,and emergency plans).The model results indicated that the peak flow at the Sanjiadian sluice was reduced by 1,360.75 m3/s,and the peak was delayed by 3 hours and 25 minutes due to the flood mitigation and peak-shifting actions of the Guan ting and Zhaitang reservoirs.These findings highlight the critical role of reservoirs and the effectiveness of flood dispatching.The research provides a technical reference for flood management and response in river basin water conservancy projects.
