政策学习视野下的企业技术创新政策变迁研究
Research on policy changes of enterprise technology innovation from the perspective of policy learning:The empirical analysis based on 197 national-level policy texts

Abstract
Policy learning can effectively improve the scientificity and effectiveness of enterprise technology innovation policies.Based on the policy texts at the central level from 1995 to 2022,a theoretical analysis framework of"policy learning subjects-policy learning motivation-policy experience-policy learning-policy change"was constructed.By comparing the enterprise technology innovation policies in different time periods,the change process of enterprise technology innovation policies was outlined,and its internal causal relationship was deeply explored by combining quantitative analysis with qualitative analysis.The research results show that enterprise technology innovation policy is an evolving policy process.In the nearly 30 years from 1995 to 2022,in response to the problems of enterprise technology innovation policies,policy subjects adjusted policy goals and the use of policy tools through different types of policy learning,which led to policy changes.It should be pointed out that the types of policy learning and the use of policy tools are both characterized by imbalance.In the future development of enterprise technology innovation policies,policy subjects should fully learn from advanced policies and practical experiences at home and abroad,formulate practical policy goals,reasonably match policy tools,and strengthen cooperation to improve the scientifically and effectiveness of policies.关键词
