The Traceability and Evolution of the Concept of Platform Regulation

Abstract
The healthy and orderly development of the platform economy urgently needs to construct a regularized supervision framework.This article systematically reviews the several shifts in administrative supervision concepts towards the platform economy since its innovative beginning.Taking the Central Economic Work Conference in December 2020 and the Meeting of the Political Bureau of the CPC Central Committee in April 2022 as mile-stones,it divides these shifts into three stages:inclusive and prudent supervision,special rectification,and regularized supervision.The article then systematically analyzes the reasons for proposing each stage's regulatory concept,regulatory objectives,regulatory principles,regulatory practices,and regulatory limitations.Based on this foundation,it introduces the connotation of regularized supervision for platforms and the fundamental principles necessary for its implementation.However,regularized supervision of the platform economy originates from the transformation of special rectification and inherits many characteristics of inclusive and prudent regulation and special rectification,resulting in a series of practical dilemmas faced by regularized supervision at the institutional,technical,and industrial levels.To address these issues,from the perspective of policy supply,the article emphasizes the construction of a policy system that promotes the healthy development of the platform economy;from the perspective of technology supply,it empha-sizes using technological governance to curb unfair competition among platform enterprises;and from the perspective of social ecology,it emphasizes the construction of a social ecological resource pool that supports the development of platform enterprises,in order to systematically improve the path of reg-ularized supervision for the platform economy.关键词
