乡村振兴战略视角下青年创业人才政策形塑
The Shaping Policies of Young Entrepreneurial Talents from the Perspective of Rural Revitalization Strategy

Abstract
The cultivation and shaping of young entrepreneurial talents is essential to the revitalization of rural talents and even rural revitalization.At present,in the transformation of modern rural industries,there are difficulties such as"artificial idling"and market failure,lack of agricultural pro-duction and management talents,non-organization and spontaneity of rural young entrepreneurial talents,and weak market risk resolution ability.The agricultural entrepreneur cultivation policy in Zhejiang Province is an effective strategy for shaping rural young entrepreneurial talent under the rural tal-ent revitalization strategy.This policy adheres to precise focusing,implementing a"targeted"talent attraction policy to concentrate and aggregate tal-ents.It emphasizes professional enhancement,adopting a"targeted irrigation"talent cultivation policy to advance talent nurturing and shaping.Moreo-ver,it upholds diversified development,executing an"embedded"talent retention policy to facilitate talent service and optimization,thereby promoting the realization of youth talent value and opening up a new model for common prosperity in rural areas.Looking ahead,the agricultural entrepreneur culti-vation policy in Zhejiang Province must focus on the key development elements inherent in agricultural entrepreneurs,namely youth,entrepreneurship,technology,and talent.Firstly,it should prioritize strategy by implementing policy cultivation aimed at strategic talent forces.Secondly,it should value innovation by implementing policy incentives for agricultural innovation and technology.Thirdly,it should emphasize integration by implementing univer-sally inclusive policies oriented towards urban-rural integrated development,These measures should actively transfer general industrial talent cultivation policies to strategic talent and youth cultivation policies,thereby promoting the realization of rural revitalization and building a strong agricultural country.关键词
