Abstract
As we enter a new stage of development,the world is undergoing changes unseen in a century at an unprecedented speed.China faces huge challenges in expanding its opening up,and the internal conditions are also undergoing new changes.In response to prominent problems such as China's poor foreign trade structure,small scale and unreasonable structure of foreign investment stock,unbalanced and uncoordinated regional open-ing-up,and the inability of foreign opening-up system construction to meet the requirements of high-level opening-up,China should stand at the strate-gic height of serving the construction of a new development pattern,rely on the advantages of domestic super-large-scale market and strong production capacity,focus on high-quality joint construction of the"Belt and Road",and be supported by major open-up platforms such as free trade pilot zones,Hainan Free Trade Port,and China International Import Expo.The strategic path is to strengthen the linkage cycle of domestic and international produc-tion,innovation,market,and resources.We should adhere to the combination of bringing in and going out,the coordinated development of the east and the west,the land and the sea,and simultaneous opening-up of commodity factor mobility and institution.We should accelerate the high-quality develop-ment of the joint construction of the"Belt and Road",improve the system and mechanism of free trade zones,consolidate the industrial foundation and functional platform that support open development,enhance the global allocation capacity of factors and resources,promote institutional opening-up and service industry opening-up,actively participate in the reform and construction of the global economic governance system,and build an open economic sys-tem that is mutually beneficial,diversified,balanced,safe and efficient,and promote the formation and development of new quality productive forces.关键词
