Digital Empowerment of Local Ecological Governance:Mechanism and Optimization

Abstract
At present,digital empowerment of local ecological governance has become popular,but the existing research is still unclear about its inter-nal mechanism and its overall understanding.By introducing the case of"digital river chief"in W City,through the framework analysis of"intelligent supervision-process collaboration-precise accountability",it is found that the"digital river chief"system constructed on the basis of digital platform in W City has realized the instrumental empowerment for local water ecological governance because it can intelligently identify and make decisions on eco-logical issues.Through information flat interaction and task-oriented driving,digital institutional empowerment of local water ecological governance is realized.Due to the traceability of the process and the participation of the public,the digital protection and empowerment of local water ecological gov-ernance have been realized.The experience of the digital river chief in W City shows the general characteristics and mechanism of digital empowered lo-cal ecological governance.It also reveals the weaknesses.Digital empowered local ecological governance still needs to improve the coverage and func-tions of digital facilities,improve the hierarchical processing mechanism of digital platforms,coordinate and promote the horizontal linkage between de-partments,and strengthen the participation efficiency of public digital platforms.关键词
