The Rule of Law Logic of Tech-Finance Driving the Development of New Quality Productive Forces and Its Optimization Path

Abstract
The Third Plenary Session of the 20th CPC Central Committee emphasized the deepening of financial system reform.Technological finance is the core driving force for the high-quality development of finance in the context of Chinese-style modernization,capable of improving the effective al-location of capital,enhancing the governance capabilities of industrial and supply chains,and optimizing the allocation of labor resources.The develop-ment models of technological finance that drive productivity mainly include two patterns:the capital-led model primarily seen in the United States and the commercial bank-led model mainly seen in Germany and Japan.While both models have brought rapid development in productivity,they have also objectively exacerbated the polarization between the rich and the poor.Therefore,China must adhere to a regulatory path with Chinese characteristics in its financial system reform,that is,a government-led regulatory approach.From the perspective of legal protection,this article analyzes the logical rea-soning of technological finance empowering new quality productive forces and proposes policies to improve the basic institutional guidance at the macro level,strengthen industry and regional collaborative development at the meso level,and promote financing models and technological innovation for sci-tech enterprises at the micro level.This aims to optimize the development ecosystem of technological finance empowering new quality productive forces and construct a Chinese-style modern technological finance ecosystem with Chinese characteristics.关键词
