Rural Governance Community:Historical Evolution,Party Leadership,and Collaborative Authority

Abstract
The Communist Party of China has consistently played a pivotal role in the realm of rural gov-ernance since its entry into this field.Following the disintegration of the"dual-suspended"clan gentry system under the impacts of modern enlightenment and national revolution,various rural governance struc-tures emerged under the leadership of the Communist Party.These include the"unitary dominant"model characterized by"rural politics and village administration",as well as a multi-faceted rural governance community known as"one core with multiple elements".Two key threads run through the evolution of these rural governance structures:First,there exist two types of authority within rural governance-exter-nal political authority and internal social authority.The differing power dynamics between these authorities result in varying levels of effectiveness in rural governance.Second,China's approach to rural govern-ance has transitioned from being centered on political authority to focusing on social authority,and ulti-mately towards a collaborative framework centered around party leadership.The Party has continuously sought ways to enhance its historical initiative within this context.Under this framework,the new era's concept of a"one core with multiple elements"in rural governance communities facilitates synergistic co-operation between political and social authorities,significantly enhancing overall effectiveness in rural management.It is essential to continue strengthening the central role of the Party in constructing an im-proved community for rural governance.关键词
