摘要

Abstract

Small-scale water conservancy and hydropower facilities can effectively reduce the peak flow of downstream river,reduce flood threat,and supplement river flow during the dry season,which is indispensable in flood control and drought relief.Through the early warning system,small-scale water conservancy and hydropower facilities can monitor key parameters such as reservoir and river level and flow in real time,activate emergency plans quickly,and adjust the flow of water storage and discharge.Moreover,small-scale water conservancy and hydropower facilities can coordinate dike and flood storage area,and form a complete flood control system and improve the flood discharge capacity of river channels.This paper also expounds the specific application of small-scale water conservancy and hydropower facilities in flood control and drought relief,and specifically proposes the way to integrate and improve flood control and drought relief functions,such as technological innovation,optimizing scheduling strategies,and strengthening regional joint prevention and control,which could provide scientific and reasonable decision reference for relevant departments and personnel.
