数字人权视域下数字赋能全过程人民民主的路径探索
Exploring the Path of Digital Empowerment for the Entire Process of People's Democracy from the Perspective of Digital Human Rights
摘要
Abstract
With the needs of the times,technological development and conceptual progress,the development of democracy and politics has gradually incorporated"digital"element.From the perspective of history,practice and the rule of law,the innovation of digital technology has had a significant impact on the operation and development of people's democracy,and the theory and practice of digital empowerment of people's democracy throughout the entire process have reached a new his-torical level.In the new era,how to ensure the participation of the majority in the entire process of people's democracy has become an important issue in the democratic political life.The problems of digital gap and algorithmic black-box caused by insufficient digital qualifications and capabilities can have a constraining effect on the quality and efficiency of the entire process of people's democracy.The concept of digital human rights is conductive to bridging and regulating the digital gap and algorithmic discrimination in the context of democratic politics.Future legislation should strengthen the operational ef-fectiveness of digital empowerment in the operation of people's democracy throughout he entire process,simultaneously en-hance the construction of digital infrastructure and the quality of digital democracy in participating in politics,expand the specific application of digital technology in grass-roots consultative democracy,and promote the continuous progress of peo-ple's democracy throughout the entire process on the track of the rule of law.关键词
