The Impact of the Construction of the Principal-agent Mechanism of Natural Resources Assets on the Intensity of Forest Resources Protection

Abstract
(1) Background——The management system of natural resources and ecological environment has some problems,such as unclear powers and responsibilities,unimplemented rights and interests,and imperfect sys-tems.The construction of the principal-agent mechanism of natural resources assets has a positive role in promo-ting the sustainable development of natural resources.Strengthening forest resources protection is the requirement of the times and the key means to build ecological civilization,develop modern forestry and promote scientific de-velopment.However,there are some problems in the forest resources protection,and the construction of the prin-cipal-agent mechanism is conducive to the sustainable development of forest resources and the effective improve-ment of ecological environment. (2) Methods——This paper first put forward the research hypotheses on the basis of theoretical analysis.Then,the intensity of forest resources protection was selected as the explained variable,the principal-agent mechanism of natural resources assets was selected as the core explanatory variable,and the evaluation index sys-tem of forest resources protection intensity was constructed.Finally,based on the panel data of 31 provinces(mu-nicipalities and autonomous regions)in China from 2012 to 2022,the entropy method was used to calculate the intensity of forest resources protection,and the impact of the principal-agent mechanism of natural resources as-sets on forest resources protection was discussed by using the time-varying difference-in-differences model.The research data came from"China Statistical Yearbooks","China Forestry and Grassland Statistical Yearbooks"and public materials of the National Bureau of Statistics. (3) Results——In terms of time,the intensity of forest resources protection shows a trend of continuous rise and polarization from 2012 to 2022.With the passage of time,the intensity of forest resources protection shows a downward trend.In terms of areas,the intensity of forest resources protection in western China is the highest,while that in eastern China is the lowest.The intensity of forest resources protection in some areas,such as Shanghai City and Tianjin City,is relatively low.The principal-agent mechanism of natural resources assets has a significant positive correlation with the intensity of forest resources protection,and makes a greater contribution to the intensity of forest resources protection.The intensity of forest resources protection in the provinces(munici-palities and autonomous regions)that implemented the principal-agent policy of natural resources assets is high-er,on the contrary,the intensity of forest resources protection is lower. (4) Conclusions and Discussions——Based on the above research conclusions,the following policy sug-gestions are put forward:First,establish the incentive and constraint mechanism of principal-agent to avoid the problems of inconsistency of goals between the two agents and high agency costs.Second,improve the supervision mechanism of natural resources assets,promote the audit system of natural resources assets of leading officials be-fore they leave offices.Third,establish a third-party evaluation mechanism for natural resources assets,which is dynamically supervised by a third party to achieve fair rewards and punishments.Fourth,promote the moderniza-tion of the natural resources assets supervision and governance system,and constantly optimize the governance model.Fifth,all localities should further improve the evaluation index system of forest resources protection ac-cording to the specific situations.关键词
