Ecological Protection Compensation:A Multi-Governance Path with Administrative Empowerment

Abstract
The promulgation of the Ecological Protection Compensation Regulations marks a new chapter in the legal-ization of ecological protection compensation in China.Based on administrative empowerment,the ecological protection compensation system should be of an administrative incentive nature with endogenous motivation.Under the multi-governance led by the administration,the objects of ecological protection compensation are not limited to the subjects with legal protection responsibilities.In the cases of multi-governance in the field of marine ecological protection,the marine ecological protection compensation in Hainan Free Trade Port,by drawing on international cooperation experi-ence,has fully stimulated the endogenous motivation of the public,formed a new ecological protection work chain,and established a multi-governance system for the marine ecology.These success factors are worthy of reference for other provinces in China.However,the existing exploration and practice of ecological protection compensation,including that in Hainan Free Trade Port,still have some shortcomings.These include insufficient normative basis for the compensation system,a need to improve the implementation synergy among multi-governance subjects,and an imperfect supervision and coordination mechanism.Therefore,it is necessary to follow the ideas of improving the supporting regulatory systems for multi-governance,optimizing the implementation synergy mechanism,and perfecting the supervision and coordination mechanism,so as to provide a practical approach for the multi-governance of the ecological protection compensation system.关键词
