CPTPP框架下海南自贸港政府采购的应对策略探索
Exploration of Coping Strategies for Government Procurement in Hainan Free Trade Port under the Framework of CPTPP

Abstract
Promoting the pilot implementation and preliminary testing of the opening of Hainan government procure-ment to the outside world is an important content of the Hainan Free Trade Port construction.Benchmarking the interna-tional rules for government procurement in CPTPP,Hainan faces major obstacles such as inherent inconsistencies within the current domestic legal system for government procurement,fundamental differences in legislative purposes and prin-ciples from CPTPP,differences in defining the scope of government procurement,and incomplete relief mechanism for government procurement.Efforts can be made to promote Hainan's opening to the outside world in accordance with inter-national rules of government procurement in CPTPP by measures such as adopting the pilot implementation and prelimi-nary testing,introducing local government procurement regulations,forming a list of opening of government procurement through stress testing,improving diverse relief and regulatory systems,utilizing information technology to enhance procure-ment efficiency,and strengthening talent cultivation.关键词
