The Theoretical Logic,Action Mechanism and Strategic Measures of Digital Economy Driving the Development of New Quality Productive Forces

Abstract
As a new economic form,the digital economy is an important driver for developing new quality pro-ductive forces.Enabling new quality productive forces with the digital economy is of great significance in compre-hensively realizing high-quality economic development and promoting the construction of an industrial system based on Chinese modernization. Firstly,the theoretical logic of driving the development of new quality productive forces through the digital e-conomy is sorted out.In terms of internal mechanisms,the new quality productive forces are a comprehensive re-flection of the optimized combination of multiple factors in the digital age;the digital economy is an important driver for the development of new quality productive forces;and the ultimate goal of both the digital economy and new quality productive forces is to promote high-quality economic and social development.In terms of driving mecha-nisms,policy guidance,innovation drive,and industrial support are important driving forces for the development of new quality productive forces driven by the digital economy.In terms of transmission mechanisms,the technological upgrading effect,spatial spillover effect,and economies of scale effect brought by the digital economy can signifi-cantly promote the development of new quality productive forces. Secondly,this article conducts an in-depth analysis of the mechanism by which the digital economy drives the development of new quality productive forces at three levels:macro,meso,and micro.At the macro level,the de-velopment of new quality productive forces is driven through the transformation of production relations.At the meso level,the development of new quality productive forces is driven through upgrading industrial quality.The digital e-conomy can empower the transformation and upgrading of traditional industries,the development of emerging indus-tries,and the innovative development of future industries.At the micro level,the development of new quality pro-ductive forces is driven by enhancing enterprise vitality.Enterprises are seizing the huge dividends of the digital e-conomy,actively improving quality and efficiency,deepening applications,and promoting universal sharing. Finally,strategic measures are proposed to drive the development of new quality productive forces through the digital economy.The first is to establish regulations and systems,promote the integration of proactive government and efficient market,and fully leverage the leading role of proactive government in developing new quality produc-tive forces.The second is to strive to build an independent,self-reliant,and innovative ecosystem,accelerate the R&D of key core technologies,and create a higher-level platform for technological innovation.The third is to take multiple measures to accelerate the construction of the data element market,promote the orderly circulation and open sharing of data element resources,and expand the breadth and depth of data element applications.The fourth is to deepen the cultivation of top-notch innovative talents and continuously strengthen the incentive mechanism for top-notch innovative talent elements.关键词
