Institutional Complexity Framework and Enhancement Pathways for Enterprise New Quality Productive Forces:Taking SRDI Listed Enterprises as Examples

Abstract

This study constructs measurement indicators for enterprise innovative and high-quality productivity from the perspective of"input-output"and uses the data envelopment analysis method for calculation.Further-more,under the framework of institutional complexity,this study employs fuzzy-set qualitative comparative analysis(fsQCA)as the methodology,examines the configuration effect of institutional explanatory variables on enterprise innovative and high-quality productivity by focusing on"specialized,refined,differentiated,and innovative little giant"listed enterprises in China. The study finds that no single institutional factor was identified as a necessary condition for high-quality produc-tivity,emphasizing the importance of factor combinations.There exist three types of combinations of institutional driv-ing factors to enhance enterprise innovative and high-quality productivity,namely"government-domination","gov-ernment and market-driven-professional cooperation",and"government,social attention-professional synergy".Fur-ther analysis highlights several key findings.First,government guidance plays a universal and foundational role in all configurations,serving as both a strategic guide and a resource enabler for enterprises.Second,the coexistence of pressure(e.g.,market competition,social attention)and resource support(e.g.,government subsidies,profes-sional collaborations)is critical for fostering high-quality productivity.These dual pathways ensure that enterprises have both the motivation and capacity to innovate.Third,institutional factors such as market competition and social attention,or government subsidies and professional collaborations,exhibit partial substitutability,enabling enterpri-ses to achieve innovation through diverse mechanisms.Finally,firm size influences the choice of pathways:larger firms leverage diverse resources and institutional support,while smaller firms rely more heavily on government-led ini-tiatives.Robustness checks through threshold adjustments confirmed the stability and reliability of these results. This research makes several theoretical and practical contributions.Theoretically,it expands the understand-ing of enterprise high-quality productivity by integrating institutional complexity and configurational approaches,of-fering a framework to analyze the interplay of institutional factors.It also provides a novel measurement system that incorporates both innovation and high-quality attributes,addressing limitations in traditional productivity metrics.Furthermore,the study enriches the literature on enterprise innovation by identifying specific pathways through which institutional forces-government,market,society,and professional entities-interact to drive high-quality pro-ductivity.Practically,the findings emphasize the need for strategic policymaking that aligns resource allocation with enterprise innovation goals,creating favorable conditions for sustained innovation.Governments are encouraged to strengthen their guiding role through targeted policies,subsidies,and infrastructure investments,while enterprises are advised to enhance collaborations with research institutions to overcome resource constraints.Additionally,fos-tering competition and societal engagement can amplify innovation incentives,particularly for firms operating in e-merging and strategically significant industries.
