Digital Infrastructure Construction and Corporate Employment Decisions

Abstract
Advancing digital infrastructure development provides strong support to the digital economy and drives the achievement of stable employment.This paper analyzes a sample of A-share listed companies in China from 2011 to 2021 and employs the policy of"Broadband China"pilot cities as a quasi-natural experiment.It ap-plies a multi-period difference-in-differences(DID)model to evaluate the effects and underlying mechanisms of digital infrastructure development on corporate employment decisions. The results show that digital infrastructure development expands the scale of enterprise labor employment.Mechanism analysis reveals that liquidity constraint alleviation,production scale expansion,and factor complemen-tarity are the primary channels through which digital infrastructure development promotes labor employment.Further analysis reveals that enterprises located in the first batch of"Broadband China"pilot cities experience the most sig-nificant labor employment expansion.Additionally,digital infrastructure development increases the number of tech-nical employees and raises the wages of general employees.Heterogeneity analysis shows that the employment-pro-moting effect of digital infrastructure development is more pronounced in enterprises with high financing constraints,low information transparency,non-telecommunication industries,monopolistic structures,and low technological in-tensity. The marginal contributions of this paper are mainly reflected in the following three aspects.First,it enriches research on"Broadband China"pilot policy and micro-enterprise behavior.It uses enterprise data to test the em-ployment effects of the"Broadband China"pilot policy,which provides more detailed empirical evidence for policy evaluation.Second,it supplements research on corporate employment decisions.It indicates that digital infrastruc-ture construction alleviates the liquidity constraints of enterprises and expands the scale of corporate labor employ-ment through the production scale expansion effect and factor complementarity effect.This conclusion provides a new reference for exploring the factors influencing corporate employment decisions.Third,it finds that digital infra-structure construction can promote common prosperity by increasing the wages of ordinary employees.This shows that the construction of digital infrastructure can promote the realization of the three policy goals of"Broadband Chi-na",stable employment and common prosperity. Combining theoretical analysis with research conclusions,this paper proposes the following policy recommenda-tions.First,the government should continue to strengthen digital infrastructure policy efforts and adopt a localized and focused implementation strategy.Second,the government should increase support for vocational education and training,encourage colleges and universities to establish industry-university-research cooperation,and promote the connection between highly educated and highly skilled talents and enterprises.Third,the government should promote the digital transformation of the financial market and improve the data sharing platform.At the same time,enterprises should be supported to use digital technology to expand the market,strengthen personnel skills training,promote cross-depart-mental data interconnection,and improve the configuration matching degree of production factors and digital technology.关键词
