返贫的诱发机制与防止返贫的政策应对
The inducing mechanism of returning to poverty and the policy response to prevent returning to poverty
摘要
Abstract
The Third Plenary Session of the 20th CPC Central Committee pointed out the need to"improve the normal mecha-nism covering the rural population to prevent returning to poverty and causing poverty".It is the premise and foundation to design effective policy response to prevent the return of poverty.Based on the perspective of vulnerability,this paper constructs an ana-lytical framework of the poverty-return induction mechanism from three aspects:risk impact,risk resistance and risk response ac-tions.It also proposes to build an early warning and monitoring mechanism for poverty return management to anticipate the risk of poverty return,build a comprehensive guarantee mechanism for poverty return management to enhance the ability to resist the im-pact of poverty return risk,build a classification and management mechanism for poverty return management to"precisely"block the path of poverty return,and build a market-oriented mechanism for poverty return management to enrich the means to cope with poverty return.关键词
