From Punishment to Encouragement:the Mode Transition and Realization Path of Grass-roots Credit Governance
摘要
Abstract
Relying on the construction of social credit system,it is one of the core tasks of credit governance to regulate and cor-rect minor violations of law and behaviors that deviate from public order and good customs. In practice,some places excessive-ly favor authoritative governance resources,simply regard social credit as the starting point of punishment,and prefer to adopt the punitive credit governance model. Although punitive credit governance can improve governance efficiency in a short time,it faces many operational obstacles and is difficult to be harmoniously embedded in the process of grassroots social governance. Practice has proved that the transition from grass-roots credit governance to incentive governance can effectively overcome the inherent defects of punitive credit governance model and obtain better governance effect. To realize the mode transition of grass-roots credit governance,it is necessary not only for grass-roots units to continue to explore and improve the specific mechanism of incentive credit governance,but also for all localities to upgrade the level of system design,and to carry out sys-tematic overall design by changing the concept of governance,building a legislative framework,building a shared platform,and innovating credit products.关键词
