全球碳中和潮流下阿联酋的气候政策与绿色转型
Climate Policy and Green Transformation of the UAE under the Global Trend of Carbon Neutrality
摘要
Abstract
As a major oil producer in the world,the UAE has long taken positive policies and actions in global climate governance,committed to national green transformation,formulated the National Climate Change Plan 2017-2050,and took the lead in the Middle East to propose and promote the 2050 carbon neutrality goal.The UAE is the first country in the Middle East to ratify the Paris Agreement and make a commitment to carbon neutrality,and took the initiative to host the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change.The conference completed the first global inventory and reached the"UAE consensus",which is of great significance in the process of global climate governance.The UAE has taken positive climate policy actions and climate diplomacy not only to respond to the threat of climate change and the fluctuation of global oil prices,but also to promote a diversified sustainable development layout,achieve green transformation,shape a good national image,and enhance the voice and influence of global climate governance.The UAE is a typical case of traditional oil producers promoting green transformation,and has played a positive exemplary role in the carbon neutrality actions and green transformation of other oil and gas resource countries.China and the UAE have broad prospects for cooperation in climate governance.Strengthening climate cooperation will help promote global low-carbon transformation,jointly build global ecological civilization,and promote the building of a community with a shared future for mankind.关键词
