Practice and Reflection on the Demarcation and Property Rights Confirmation of Taolai River Water Conservancy Project
摘要
Abstract
One of the main measures to promote standardized management of water conservancy projects is to delineate the scope of management and protection of water conservancy projects and confirm their ownership.Based on the practice of delineating and confirming the rights of Taolai River Water Conservancy Project,this paper analyzes the problems that existed before the delineation and confirmation process,reveals common problems such as ownership disputes,unclear management responsibilities,and difficulties in coordinating stakeholders during the delineation and confirmation process,summarizes the main practices,experiences,and achievements,and explores the shortcomings that still exist.It also proposed countermeasures and suggestions from the aspects of laws and regulations,law enforcement supervision,planning and management,skill support,and the application prospects of intelligent technology.关键词
