How Political Potential Energy can be Transformed Into Governance Effectiveness:The Logic of Synergistic Governance of Party Building Leading Rural Revitalization

Abstract
How to achieve rural revitalization through the leadership of Party building is a practical problem that the Party organization needs to face in rural governance work.Based on the case analysis of grassroots Party building-led in rural industrial revitalization in Village C,County S,Shanxi Province,starting from the perspective of political potential,his paper attempts to explore the intrinsic logic of collaborative governance of rural revitalization led by Party building.The study finds that rural revitalization needs to be achieved through the collaborative promotion of industrial revitalization led by Party building,which requires giving full play to the Party's political potential.The collaborative governance needs to transform the political potential of Party leadership into the governance effectiveness of rural revitalization,that is,the grassroots Party organizations should grasp the advantages of political potential,transform the promotiona,structural,and identity political potential into the political momentum led by the Party to lead multiple subjects in participating in rural revitalization,and gather value consensus,build a framework for cooperation,and inject action momentum for collaborative governance.Then,through a series of governance actions such as value guidance,collaborative governance,and role guid-ance,the transformation of the Party's political momentum into the governance efficiency of industrial revitalization is re-alized,ultimately achieving rural revitalization.By constructing the theoretical analysis framework of"political potential-political momentum-governance efficiency",the logic of collaborative governance of rural revitalization led by Party building is revealed,in order to provide experience for other rural areas to break through governance dilemmas,explore development opportunities,and achieve industrial poverty alleviation and rural revitalization.关键词
