Abstract
Animal quarantine is a key administrative licensing,as stipulated by the Law of the People's Republic of China on Animal Disease Prevention,supporting to prevent potential spread of animal diseases and to facilitate the development of livestock industry with high quality.With ongoing reform to agricultural institutions,previous regulatory institutional mechanism and quarantine mode have been significantly changed.Based on current prominent problems including poor connection of quarantine and law enforcement,insufficient capacity of quarantine officers,informal quarantine procedures,inadequate quarantine supervision,etc.,as found through analyzing current quarantine service in Linyi City,Shandong Province,new mechanisms and means to address these issues had been explored and primarily implemented with positive outcomes,protecting the development of local livestock industry and safety of animal-derived food.In the paper,relevant efforts were systematically reviewed to form a set of standardized response program throughout the whole process of quarantine,also,the problems that were still available after improvement of efforts were discussed,and the model was expected,aiming to provide a reference for better implementation of animal quarantine.关键词
