The Platform-Based Government as an Organizational Form:Structure,Function and Power
摘要
Abstract
The extensive application of digital technology in administrative management will inevitably lead to the transformation of the government's organizational structure.Platform-based organizations have become the typical form of government organizational structure transformation in the digital context.In terms of organizational form,the network structure has become the new form of the platform-based government,and the front-end and back-end constitute the typical structural form of the service-oriented government.This structure does not mean the complete replacement of the hierarchical organization,but rather presents a relationship where the front-end provides services and the back-end provides technical and knowledge support.In terms of organizational functions,management and service remain the basic functions of the platform-based government.However,under digital technology conditions,these two basic functions of the platform-based government are bound to undergo digital transformation.In terms of service methods,the platform-based government emphasizes the personalization,differentiation,and precision of services.The platform-based government does not mean the withdrawal of power.The power under the platform-based government presents a dual form of technical concealment and selective presence.To stabilize this new platform-based government organizational structure,it is necessary to restructure the management and service processes based on the possibilities provided by technology,that is,to achieve an overall reshaping of the digital government.关键词
