大数据能否缓解环境治理中的委托代理问题?
Can big data alleviate the principal-agent problems in environmental governance?

Abstract
Environmental principal-agent problems exist in abundance at governmental,public,and corporate levels,significantly hin-dering the green transformation of China's economy and society.Using unique data regarding corporate environmental news text senti-ment,this study integrated agency problems involving the government,the public,and corporations into a unified framework for environ-mental governance.Furthermore,the difference-in-differences model was used to examine the policy effects.The results indicated that:① The big-data-based environmental governance policy pilot generated a significantly positive environmental externality,as evidenced by a notable improvement in corporate environmental news sentiment within the pilot areas.This conclusion remained robust after a se-ries of robustness tests,including the parallel trend test and the entropy balancing estimation.② The mechanism tests revealed that the policy pilot encouraged firms to adopt favorable environmental strategies,including investments in environmental protection and green innovation,thereby improving their environmental performance.Simultaneously,it discouraged the adoption of detrimental environmen-tal governance strategies that could impede core business development,such as production adjustments and financialization.③ Hetero-geneity analyses showed that the externality effects of the policy pilot became more significant in contexts characterized by heightened governmental,public,and corporate environmental concerns.In such scenarios,the development of a big-data-based environmental gov-ernance system could better mitigate principal-agent problems and improve corporate environmental performance.④ Moreover,the eco-nomic consequence analysis underscored the pivotal role of the ecological big-data-based governance system in enhancing productivity and mitigating corporate risks,suggesting that green transformation in the context of big data governance could facilitate corporate high-quality development.The above conclusions deepen the understanding of principal-agent problems in environmental governance,under-score the vital role of big-data-based environmental governance systems in enhancing environmental performance,and offer valuable in-sights for optimizing the digital transformation of China's national environmental governance.关键词
