摘要

Abstract

In response to the demands of social equity development,sustainable development,economic growth and competitiveness improvement,and the rapid changes in the labor market,the European Union(EU)has prioritized the skill enhancement of low-skilled labor force.It adheres to concept such as coordinated decision-making guided by shared values,comprehensive support with equity guarantees,personalized implementation,and diversified cooperation.From a decision-making perspective,the EU engages in top-level institutional design;from a support perspective,it provides comprehensive assistance;and from an implementation perspective,it offers personalized services,to establish a framework for enhancing the skills of low-skilled labor force.The EU has achieved remarkable results in this regard.China can learn from its successful experience and clarify the role of skill enhancement for the low-skilled labor force in economic and social development.Meanwhile,it is necessary to establish systematic concept,including strengthening coordinated decision-making,improving support and guarantees,and promoting diversified cooperation,to achieve the objectives of garnering consensus among multiple stakeholders,promoting equitable development and facilitating personalized skill enhancement.Additionally,it is also essential to build a feasible framework that encompasses strengthening top-level design,providing comprehensive support,and implementing an effective enhancement pathway,in order to promote the skill enhancement of the low-skilled labor force and thereby contribute to the high-quality and sustainable development of the economy and society.
