Construction of Municipal Industry-Education Consortium Based on Symbiosis Theory:Practical Patterns,Realistic Dilemmas,and Optimization Pathways

Abstract
As an innovative organizational form propelled by policy,the Municipal Industry-Education Consortium(MIEC)serves as a critical mechanism in deepening the integration between industry and education in China's vocational education system and accelerating the establishment of a high-quality vocational education system framework.Drawing on Symbiosis Theory,this paper emphasizes that MIEC must adopt integrated development as their core philosophy,constructing a multiple stakeholders collaboration model anchored in industrial parks.Through case studies of MIEC in the integrated circuit industry,automotive industry,and agricultural sector,this paper analyzes their current practical patterns,characterized by policy-driven frameworks,demand-oriented guidance,and based on industrial parks operations.In practice,MIEC encounter dilemmas in symbiotic unit integration,including deviations in participation objectives,uneven resource allocation,and policy disconnection.Challenges in symbiotic relationship integration involve imbalanced governance mechanisms,mismatched talent cultivation,and insufficient collaborative innovation.Issues in symbiotic environmental support encompass unbalanced planning,inadequate infrastructure,and limited agglomeration effects.To address these challenges,it is imperative to strengthen the cohesion of symbiotic units from superficial to profound levels,enhance symbiotic relationships from weak to robust states,and optimize symbiotic environmental support from adequacy to excellence.These measures will progressively amplify MIEC's role in fostering high-quality technical talent development and driving industrial-economic advancement.关键词
