Action Framework and Practice Path of Strategic Planning in Higher Vocational Colleges in the Context of Building China into a Leading Country in Education

Abstract
Strategic planning in higher vocational colleges within the framework of building China into a leading country in education serves as a pivotal force in driving the high-quality development.At present,higher vocational colleges are marked by inadequate appreciation of strategic importance,a lack of cohesion among strategic goals and insufficient execution of strategic actions.Strategic planning inherently high action attributes,and the strategic planning action encompasses two primary phases:analysis and development,followed by implementation and management.This framework further includes five specific steps:comprehensive analysis and demonstration,planning text compilation,comprehensive promotion and interpretation,system decomposition implementation,evaluation adjustment and supervision guarantee.Strategic planning in higher vocational colleges in the context of building China into a leading country in education,it needs to enhance the strategic thinking of their leadership and cadres,fostering a deep understanding of the value of strategic planning.Additionally,they should clarify the functions of strategic planning and elevate its role in supporting strategic and decision-making processes.By grasping the multiple temporal relationships within strategic planning and promoting differentiation based on their unique characteristics,institutions can stimulate the motivation of their entire officer team.This,in turn,can ignite the momentum for entrepreneurship and enhance the effectiveness of strategic planning and implementation.关键词
