Abstract
Non-profit overseas geological surveys could not only provide decision-making support for governments in formulating energy diplomacy policies,but also build risk assessment base to optimize investment portfolio for enterprises.They also serve as a strategic instrument to advance national energy security through a tripartite collaboration framework involving government agencies,public survey institutions,and Chinese enterprises.This paper systematically evaluates global regions through multi-dimensional criteria,including hydrocarbon resource endowment,exploration and development status,geopolitical risks,economic viability,and technical capacities to identify priority zones for strategic investigations,proposes to establish the trinity cooperation platform with governments,non-profit overseas oil and gas geological survey institutes,and China-invested enterprises,and discuss facilitating the phased implementation roadmap including initial phase(government-led cooperative projects),expansion phase(global deployment of public-interest overseas oil and gas geological survey),and maturation phase(establishment of a comprehensive hydrocarbon database for national energy security).It puts forward recommendations for the work:establishing a trinity cooperation platform,developing dynamic evaluation models to improve the scientific level for evaluating zones,and implementing differentiated cooperation strategies through optimizing zone layout considering the current international cooperation situation and new energy security requirements.关键词
