Practical Logics Behind the Rising of the Global South from the Perspectives of Comparative Regionalism

Abstract
The rise of the Global South has drawn significant attention in recent years,becoming a hot top-ic in media,policy discussions,and academic research.In this so-called"Global South fever",we need to study the internal practical logics of its rise on the basis of calm thinking and rational cognition of the con-cept of Global South,so as to accurately and deeply understand this phenomenon and grasp the law of its practical development. Comparative regionalism,equipped with diverse perspectives such as historical,spatial,comparative,global,and governance dimensions,offers a powerful analytical framework to dissect the rise of the Global South.With the help of the five perspectives of comparative regionalism,the two underlying logics can be observed behind the practice of the rise of the Global South.One is the positive logic,namely"Southern Globalization",which means that the Southern countries have conformed to the process of globalization,a-chieved overall rise and growth,and gradually integrated into globalization.The"Southern Globalization"involves aspects such as the reshaping of the Southern countries'balancing position,the rebalancing of eco-nomic power between the Global North and South,the improvement of Southern governance promoting the"flattening"of global governance,the significant improvement of North-South regional relations,and the creation of new models of South-South cooperation.The other is the reverse logic,namely"Global Southern-ization",which implies that the process of globalization has been greatly influenced by the rise of the South-ern countries,thus changing its appearance and presenting new dynamics,and gradually forming new and complex characteristics.There are issues like Southern development challenges,the shift of the North-South"fault line"to a global scale,the"Southernization"of global development governance models,the reorgan-ization of the global order by Southern regionalism,and the risk of the Global South deteriorating reflecting all manifestations of this reverse logic. These two logics,though distinct,are deeply intertwined.Southern Globalization embodies the domi-nant trend of globalization,driving the Global South's rise,while"Global Southernization"acts as a cor-rective force,reflecting the complexities and reversals inherent in global progress.Importantly,"Global Southernization"is not merely a negative force but a manifestation of the dynamic interplay of global politi-cal and economic power.Together,these primary and secondary logics coexist and propel the ongoing evolu-tion of globalization,offering a nuanced framework for understanding the transformative role of the Global South in the 21st century.关键词
