China-ASEAN Joint Construction of the Blue Partnership:Internal Motivation,Practical Dilemma and Optimization Path

Abstract
The Blue Partnership represents a significant initiative within China's high-quality Belt and Road cooperation framework and the construction of a maritime community with a shared future.It also embodies China's strategy for deep involvement in global maritime governance.This partnership is characterized by its rich theoretical underpinnings and rigorous internal logic,particularly concerning the premises,subjects,modes,and objectives of the cooperation.At the practical level,ASEAN has emerged as a critical area and priority for China in promoting a global blue partnership network.The two sides have continuously advanced this relationship,driven by a shared vision of maritime cooperation,mutual preferences for collaborative be-havior in marine affairs,and common interests in oceanic matters.However,in the practice of building blue partnership between China and ASEAN,there are limitations in the implementation of maritime cooperation mechanisms and maritime cooperation projects.China and ASEAN should seize the opportunity presented by the joint development of the Blue Partnership to further enhance mutual political trust,refine the blue coop-eration mechanisms,effectively promote the implementation of specific projects,and establish a model for Blue Partnership cooperation.This will contribute more significantly to the construction of a maritime com-munity with a shared future and advance global maritime governance.关键词
